If you uncheck the flag ‘Owner can approve’ flag in PO document types, then all POs goes to next level for approval, including zero priced. Usually controllership team should be okay with this approach.

If you really want ZERO price POs, then do forms personalization.

Follow the same approach. Once ‘Create Internal Sales Order’ is ran, change order status from BOOKED to ENTERED in interface table, then run the Order Import.
